US DOC rescinds review of CVD order on Chinese OCTG

On Tuesday, the US Department of Commerce (DOC) announced that it has rescinded its administrative review of the countervailing duty (CVD) order on oil country tubular goods (OCTG) from China.

The DOC had initiated this review--which covered 243 Chinese producers and exporters of OCTG--in February at the request of the United States Steel Corporation and Maverick Tube Corporation. However, US Steel and Maverick Tube subsequently withdrew their requests for review, and the DOC has terminated the review.

Accordingly, any imports of Chinese OCTG which were entered during the period of review--January 20, 2010 through December 31, 2010--will be liquidated at the CVD deposit rate at the time of entry.  Further, the CVD deposit rates for Chinese producers and exporters will remain unchanged, as follows:

(1)  Jiangsu Changbao Steel Tube Co., Ltd. and Jiangsu Changbao Precision Steel Tube Co. Ltd.--12.46 percent. 

(2)  Tianjin Pipe (Group) Co; Tianjin Pipe Iron Manufacturing Co. Ltd.; Tianguan Yuantong Pipe Product Co. Ltd.; Tianjin Pipe International Economic and Trading Co. Ltd.; and TPCO Charging Development Co. Ltd.--10.49 percent. 

(3)  Wuxi Seamless Pipe Co., Ltd.; Jiangsu Fanli Steel Pipe Co. Ltd.; and Tuoketuo County Menfeng Special Steel Co. Ltd.--14.95 percent. 

(4)  Zhejiang Jianli Enterprise Co., Ltd.; Zhejiang Jianli Steel Tube Co. Ltd.; Zhuji Jiansheng Machinery Co. Ltd.; and Zhejiang Jianli Industry Group Co. Ltd.-- 15.78 percent. 

(5)  All Other Producers and Exporters--13.41 percent. 

The DOC is currently conducting an administrative review of the antidumping (AD) order on OCTG from China. The review covers more than 70 Chinese producers and exporters.
