On March 23, 2005, the US Department of Commerce (DOC) initiated an administrative review of the antidumping duty order on certain cut-to-length carbon-quality steel plate imported from South Korea. The review covered the period February 1, 2004, through January 31, 2005. The DOC preliminarily determined that during the period of review, sales of subject merchandise from Dongkuk Steel Mill C Ltd (DSM), a South Korean producer/exporter of subject merchandise, had been made below normal value (NV). Preliminary duty margin for the subject producer was determined as 0.51 percent. Based on the analysis of the comments received, the DOC decided to make changes in the margin calculation. Therefore, the final results of this review differ from the preliminary results. Accordingly, the final weighted average dumping margin existing for the period February 1, 2004, through January 31, 2005, is as follows:

Producer Margin

Dongkuk Steel Mill Co Ltd....................0.18 (de minimis)
