US DOC raises duties in Chinese OCTG dumping case

On Friday, the US Department of Commerce (DOC) announced the preliminary results in its administrative review of the antidumping (AD) order on oil country tubular goods (OCTG) from China. The review covers the Chengde group of companies--Jiangsu Chengde Steel Tube Share Co., Ltd.; Taizhou Chengde Steel Tube Co., Ltd. and Yangzhou Chengde Steel Tube Co., Ltd¬.--during the period from May 19, 2010 through April 30, 2011.

The DOC has preliminarily determined a dumping margin of 185.84 percent for the Chengde group. The current dumping duty deposit rate for the Chengde group is 32.07 percent.   

The DOC has also rescinded the review of 52 other Chinese producers/exporters because US Steel, which had originally requested that these companies be reviewed, has withdrawn its request.
 
The DOC plans to complete this administrative review by October 2012. Until that time, the current dumping duty deposit rates will remain in effect. Any change in the deposit rates as a result of this review will become effective only when the DOC's final results are published in the Federal Register.
