On July 31, 2005, the US Department of Commerce (DOC) initiated an antidumping duty administrative review on certain hot rolled carbon steel flat products imported from Japanese producers Kawasaki Steel Corporation (Kawasaki) and JFE Steel Corporation (JFE). The period of review was June 1, 2004, through May 31, 2005. The DOC preliminarily determined that adverse facts available should be applied to JFE and Kawasaki during the period of review for declining to participate, and for not cooperating with the DOC, in this administrative review. As a result of this review, the DOC preliminarily determined that weighted-average dumping margin of 40.26 percent existed for JFE and Kawasaki. Since no comments on the preliminary results have been received, the DOC decided not to make any changes in the preliminary results. Accordingly, the final results of this review do no differ from the preliminary results. Accordingly, the following weighted-average dumping margins exist for the period June 1, 2004, through May 31, 2005:

Producers/Exporters Margin

JFE Steel Corporation...................40.26 percent
Kawasaki Steel Corporation..............40.26 percent
