The US Department of Commerce (DOC) announced Tuesday the final results of its administrative review of the antidumping order on welded carbon steel standard pipe and tube products (standard pipe) from Turkey.
The review originally covered multiple producers/exporters – Boruson Holding A.S., Borusan Istikbal Ticaret T.A.S., Borusan Lojistik Dagitim Depolama Tasimacilik ve Tic A.S., Borusan Mannesmann Boru Sanayi ve Ticaret A.S., Cayirova Boru Sanayi ve Ticaret A.S., Erbosan Erciyas Boru Sanayi ve Ticaret A.S., Guven Celik Boru San. ve Tic. Ltd., Guven Steel Pipe, Metaleks Celik Urunleri San. ve Tic. Ltd. Sti., Metaliks Celik Urunkeri San. ve Tic. Ltd., The Borusan Group, Toscelik Metal Ticaret A.S., Toscelik Profil ve Sac Endustisi A.S., Toscelik Profil ve Sac Endustrisi A.S., Tosyali Dis Ticaret A.S., Umran Celik Boru Sanayii A.S., Umran Steel Pipe Inc., Yucel Boru ve Profil Endustrisi A.S., Yucelboru Ihracat Ithalat ve Pazarlama A.S., and Yucel Group – during the period from May 1, 2012 through April 30, 2013.
However, the DOC determined that the following companies had no shipments, sales, or entries of standard pipe during the period of review: Cayirova Boru, Erbosan, Guven Celik, Guven Steel Pipe, Metaliks Celik, Umran Celik, Umran Steel Pipe, Yucel Boru, Yucelboru Ihracat, and Yucel Group.
The DOC calculated the following weighted-average dumping margins for the two companies examined during this review: (a) Borusan Mannesmann, Borusan Istikbal, and Borusan Lojistik – 1.28 percent; and (b) Toscelik Profil and Tosyali Dis Ticaret – 0.00 percent. These margins compare with Borusan’s previous dumping duty deposit rate of 1.79 percent and Toscelik’s rate of 0.00 percent.
Accordingly, effective December 1, 2014, the dumping duty deposit rates became 1.28 percent for Borusan and remained zero (0.00 percent) for Toscelik.
There is also a countervailing duty order against standard pipe from Turkey, and the DOC is currently conducting an administrative review of that order.
