Russia reimposes increased AD duties on imports of steel pipes from Ukraine

The Russian federal government has reimposed increased antidumping (AD) duties on imports of casing, tubing, oil and gas and general purpose hot-deformed steel pipes with diameter up to 820 mm, originating from Ukraine, for a period of five years. The decision No. 41 dated January 31, 2011 becomes effective one month after its official publication. Thus, the Ukraine will be able to export pipes to Russian on duty-free basis up to March 10 this year.
 
Specifically, Russia has imposed:

1.      a 18.9 percent AD duty on imports of casing, originating from Ukraine under the following HS codes: 7304 24 100 1, 7304 24 100 2, 7304 24 100 3, 7304 24 100 4, 7304 24 100 9, 7304 24 900 1, 7304 24 900 9, 7304 29 100 1, 7304 29 100 2, 7304 29 100 3, 7304 29 100 4, 7304 29 100 9, 7304 29 900 1 and 7304 29 900 9.

2.      a 19.9 percent AD duty on imports of tubing originating from Ukraine under 7304 24 100 1, 7304 24 100 2, 7304 24 100 9, 7304 29 100 1, 7304 29 100 2, and 7304 29 100 9 HS codes.

3.      a 19.4 percent AD duty on imports of oil line pipes, gas line pipes, and general purpose hot-deformed pipes with diameter up to 820 mm, under 7304, 7305 and 7306 HS codes for Ukrainian pipe producer Interpipe. For other Ukrainian companies, the AD duty is proposed to be set at the level of 37.8 percent.


As SteelOrbis previously reported, by the government's decision dated December 29, 2005, Russia imposed for a five-year period an 11.4 percent AD duty on Ukrainian imports of casing, an 18.1 percent AD duty on imports of tubing, and an 8.9 percent AD duty on imports of oil and gas and general purpose hot-deformed pipes from Ukraine with diameter up to 820 mm, excluding imports of the Ukrainian steelmaker Ilyich Iron and Steel Works of Mariupol, for which the duty was set at zero percent. The AD duties were effective from January 31, 2006 to January 30, 2011.
