Russia amends federal anti-dumping law

On December 31, 2006, the Russian Federation's President Vladimir Putin signed the bill introducing amendments to the federal law on special protective, anti-dumping and countervailing measures for imports. The amendments in question are aimed at bringing the Russian law base into line with the World Trade Organization (WTO) norms and procedures. The new federal law specifies that ’a crucial state in a specific industry of the Russian economy' can be considered as sufficient reason for the introduction of preliminary special duties on imports. In addition, the new law removes ambiguity in the areas of procedures for conducting repeated anti-dumping and countervailing investigations, of completing investigations, as well as notifications for the introduction of preliminary duties. The law also specifies the procedures for drawing conclusions in the aftermath of the impact of special protective, anti-dumping and countervailing measures on competition in the Russian market.
