Preliminary results of AD review on HR flat products from India

On January 31, 2005, the DOC initiated an antidumping duty administrative review on certain hot rolled carbon steel flat products imported from India. The period of review was December 1, 2003, through November 30, 2004. The review covered one producer/exporter of subject merchandise. The DOC preliminarily determined that no dumping margin existed for Essar Steel during the period of review. As a result of this review, the DOC preliminarily determined that the following weighted-average dumping margin exists for the period December 1, 2003, through November 30, 2004:
