Preliminary results of AD review on certain flat products from South Korea

Upon the request of petitioners, Mittal Steel USA ISG, Inc., United States Steel Corporation, and Nucor Corporation, the US Department of Commerce (DOC), on September 22, 2004, initiated the eleventh antidumping administrative review on certain corrosion-resistant carbon steel flat products imported from South Korea. The review covered five South Korean producer/exporters during the period August 1, 2003, through July 31, 2004. The Department preliminarily determined that during the period of review, Dongbu, the POSCO Group, and Union made sales of subject merchandise at less than normal value. On the other hand, the DOC decided that HYSCO did not make sales of subject merchandise at less than normal value. Furthermore, the DOC decided to rescind the request for review of the antidumping order for SeAH Steel Corporation since SeAH did not have exports or sales in the US during the period of review. Moreover, since Dongshin failed to respond to the DOC's questionnaire, the DOC preliminarily decidedetermined to apply adverse facts available to determine Dongshin's dumping margin. The following weighted-average dumping margins exist for the period August 1, 2003, through July 31, 2004:
