Due to the damages caused by tropical storms Manuel and Ingrid in several Mexican states, President Enrique Peña Nieto asked the governors to quickly assess the damage and make adjustments to the 2014 expenditure budget to allocate more resources for reconstruction.

The storms killed at least 110 people and affected 24 states, according to Interior Minister Miguel Angel Osorio Chong, and at least 72 major roads (including about 30 percent of the state highway network) were damaged in states such as Guerrero, Oaxaca, Michoacán, Colima, Veracruz, Chiapas and Sinaloa.

Preliminary estimates put the cost around US$2.2 billion for reconstruction efforts, which in addition to roads, will go toward hundreds of school and business buildings.
