Mexican Secretary of Economy releases final resolution regarding plate imports from Russia and Ukraine

Mexico’s Secretary of Economy published Wednesday in the Mexican Official Journal of the Federation (DOF) the final resolution of research on avoidance of allowance payments on imports of steel plate carbon sheet originating in the Russian Federation and Ukraine, regardless of the country of origin.
The report concluded that the procedure avoiding the payment of antidumping duties on imports of steel plate carbon sheet originating in the Russian Federation and Ukraine, regardless of country of origin, with the application of countervailing duties on imports of steel plate in carbon sheet containing boron or above 0.0008%, the steel product supplied rectangular rolling conditions with or without mill edge, with thickness up to 4.5 inches, width of up to 120 inches, up to 480 inches long and each weighing 6,250 kilograms to entrants tariff items 7225.40.01 and 7225.40.02 of the TIGIE, as follows:
36.8 percent for those originating in Russia; 60.1 percent for those originating in Ukraine.

Importers under this resolution must pay the final countervailing duty shall not be required to pay the same if it finds that the country of origin of the goods is different from Russia and Ukraine.

The verification of the origin of the goods shall comply with the provisions of the agreement establishing the rules for determining the country of origin of imported goods and provisions for certification for non-preferential effects are established (formerly agreement the rules for determining the country of origin of imported goods and provisions for certification in regard to countervailing duties ) which was published in the Official Gazette on August 30, 1994 are set, as amended, published in the same organ broadcast on November 11, 1996, October 12, 1998, July 30, 1999, June 30, 2000, 1 and March 23, 2001, June 29, 2001, September 6, 2002, May 30 2003, July 14, 2004, May 19, 2005, July 17, 2008 and October 16, 2008.

This Resolution shall enter into force on the day following its publication in the DOF.
