The Indonesian Safeguards Committee (KPPI) has proposed to extend the safeguard measures on imports of flat rolled products of iron or non-alloy, of a width of 600 mm or more, clad, plated or coated with aluminum-zinc alloys for a period of three years, as announced by the World Trade Organization (WTO).
Accordingly, the proposed safeguard duties will be IDR 2.89 million/mt ($217/mt) for the first year, IDR 2.18 million/mt ($164/mt) for the second year and IDR 1.48 million/mt ($111/mt) for the third year.
The investigation was launched upon a complaint received from local producers PT BlueScope Steel Indonesia and PT Sunrise.
According to the WTO’s report, KPPI stated that the applicants provided evidence that in the first year of the imposition of the safeguard duty the domestic sales increased in absolute terms, the increase also occurred in the second and third year. In addition, the applicant's market share also increased in 2014 and 2015. However, in 2016, the applicants’ market share decreased. Meanwhile, in 2014 and 2015 the market share of imports decreased, though in 2016 the market share of imports increased.
The Indonesian government is expected to hold consultations with the interested parties.
The products subject to investigation currently fall under the Customs Tariff Statistics Position Number 7210.61.11.00.
