EU quota utilization levels of Russia, Ukraine and Kazakhstan

In the first nine months of 2007, Russia utilized 78 percent of the steel quota allocated to it by the European Union (EU), while Ukraine utilized 66 percent of its revised EU quota. On the other hand, Kazakhstan utilized 27 percent of its allocation.

According to the latest statistics, Russia exported a total of 1,772,885 tons of steel products to the EU in the first nine months of 2007. The quota allocated to Russia for 2007 is 2,273,000 tons.

Specifically, Russia used 88 percent of its hot rolled coil quota (818,262 of 931,000 allotted tons), 86 percent of its plate quota (168,701 of 195,000 allotted tons), 28 percent of its alloy sheet quota (27,758 of 100,000 allotted tons), and 64 percent of its wire rod quota (113,153 of 177,000 allotted tons).

With regard to Ukraine, it exported a total of 866,544 tons of steel products to the EU in the first nine months of 2007, filling 66 percent of its revised quota of 1,320,000 tons.

When the figures are broken down, we see that Ukraine filled 68 percent of its hot rolled coil quota (129,823 of 190,000 allotted tons), 78 percent of its heavy plate quota (302,972 of 390,000 allotted tons), 64 percent of its beam quota (31,951 of 50,000 allotted tons), and 67 percent of its wire rod quota (130,397 of 195,000 allotted tons).

Finally, Kazakhstan exported a total of 55,352 tons of steel products to the EU in the first nine months of 2007, filling 27 percent of its total quota of 205,000 tons.

Specifically, Kazakhstan filled 41 percent of its hot rolled coil quota (35,746 of 87,125 allotted tons), and 17 percent of its other flat rolled quota (19,606 of 118,000 allotted tons).
