The European Union (EU) has opened an expiry review of the antidumping (AD) measures applicable to imports of steel ropes and cables originating in China, South Africa and Ukraine, covering October 1, 2009 to September 30, 2010.
The measures currently in force are a definitive AD duty imposed by Council Regulation (EC) No 1858/2005, expiring on November 17, 2010. The regulation in question was amended in 2009 and extended to imports consigned from South Korea.
According to a European Commission statement published in the Official Journal earlier in the month, the request was lodged on July 29, 2010 by the Liaison Committee of EU Wire Rope Industries (EWRIS) on behalf of producers representing a major proportion, in this case more than 25 percent, of EU production of certain stainless steel fasteners and parts thereof. The request is based on the grounds that the expiry of the measures would be likely to result in continuation of dumping and continuation or recurrence of injury to the EU industry.
The investigation will be concluded, within 15 months of the date of the publication of the initiation notice in the Official Journal of the European Union.
The product under review is steel ropes and cables including locked coil ropes, excluding ropes and cables of stainless steel, with a maximum cross-sectional dimension exceeding 3 mm, originating in the People's Republic of China, South Africa and Ukraine, currently falling within CN codes ex 7312 10 81, ex 7312 10 83, ex 7312 10 85, ex 7312 10 89 and ex 7312 10 98.
