EU begins anti-circumvention probe on Chinese stainless seamless pipes

The European Commission (EC) has initiated an investigation concerning the possible circumvention of the antidumping (AD) measures imposed on imports of certain seamless pipes and tubes of stainless steel originating in China by imports of the pipes consigned from Malaysia, whether declared as originating in Malaysia or not, and to make such imports subject to registration. 

The investigation was launched upon the request lodged by the Defense Committee of the Seamless Stainless Steel Tubes Industry of the European Union claiming that a significant change in the pattern of trade involving exports from China and India to the EU has taken place following the imposition of the measures, without sufficient due cause or economic justification for such a change other than the imposition of the duty and this change appears to stem from the consignment of the product concerned originating in China via India to the EU, undermining the antidumping measures both in terms of quantity and price. 

The products subject to investigation currently fall under Customs Tariff Statistics Position Numbers ex 7304 11 00, 7304 22 00, 7304 24 00, ex 7304 41 00, 7304 49 10, ex 7304 49 93, ex 7304 49 95, ex 7304 49 99 and ex 7304 90 00.
