EC initiates interim review for Russian flat products

On August 19, 2005, the European Commission (EC) imposed an antidumping duty on grain-oriented flat-rolled products of silicon-electrical steel (GOES) imported from Russia. The EC has decided on its own initiative to initiate a partial interim review of the existing measures against imports of GOES from Russia. The review is limited to the examination of dumping levels as regards two Russian producers, Novolipetsk Iron & Steel Corporation (NLMK) and Viz-Stal. The main reason for the review is the acquisition of 100 percent of Viz-Stal by NLMK. Since there is sufficient evidence that the dumping margin under the new corporate structure would change significantly as compared to the level of the current measures, the EC has decided to initiate a partial interim review to calculate one single measure for the new joint company.
