DOC to continue AD, CVD duties on CTL plates from various countries

On January 3, 2005, the US Department of Commerce (DOC) initiated sunset reviews (five-year reviews) for the countervailing duty orders on cut-to-length carbon-quality steel plate imported from India, Italy, Indonesia, and South Korea. In addition, the sunset reviews also covered the antidumping duty orders on the same product imported from France, India, Indonesia, Italy, Japan, and South Korea. Since the DOC received adequate responses from the domestic parties and inadequate responses from the respondent parties, the DOC conducted expedited sunset reviews (120-day reviews) for the said duties. In the end, the DOC decided that the revocation of the countervailing and the antidumping duties on cut-to-length carbon-quality steel plate would likely lead to continuation or recurrence of the countervailable subsidies or dumping. Therefore, the antidumping and countervailable duties are at the levels indicated below:
