On Friday, the US Department of Commerce (DOC) announced the preliminary results of its administrative review of the antidumping order on circular welded non-alloy steel pipe (standard pipe) from Korea

The review originally covered nine Korean producers/exporters - Husteel Co., Ltd.; Hyundai HYSCO; Dongbu Steel Co., Ltd.; SeAH Steel Corporation; A-JU Besteel Co., Ltd.; Kumkang Industrial Co., Ltd.; Nexteel Co., Ltd.; Korea Iron & Steel Co., Ltd.; and Union Steel Co., Ltd. - during the period from November 1, 2010 through October 31, 2011.

However, the DOC has rescinded the reviews of Dongbu Steel Co., Ltd.; SeAH Steel Corporation; A-JU Besteel Co., Ltd.; Kumkang Industrial Co., Ltd.; Nexteel Co., Ltd.; Korea Iron & Steel Co., Ltd.; and Union Steel Co., Ltd. because the requests for review were withdrawn.

The DOC has calculated preliminary dumping margins of 6.54 percent for Husteel and 0.00 (zero) percent for Hyundai HYSCO.

The current dumping duty deposit rates are 2.25 percent for Husteel and 0.59 percent for Hyundai HYSCO.

The DOC plans to complete this administrative review by April 2013. Until that time, the current dumping duty deposit rates will remain in effect.  Any change in the deposit rates as a result of this review will become effective only when the DOC's final results are published in the Federal Register.
