On August 13, 2007, the Canada Border Services Agency (CBSA) initiated an investigation into the alleged injurious dumping and subsidizing of certain seamless carbon or alloy steel oil and gas well casing from China.

Pursuant to CBSA's move, the Canadian International Trade Tribunal (CITT) conducted a preliminary injury inquiry into whether the evidence discloses a reasonable indication that the alleged dumping and subsidizing of seamless carbon or alloy steel oil and gas well casing from China have caused injury or retardation or are threatening to cause injury.

As a result of this investigation, the CITT has preliminarily determined that there is evidence that discloses a reasonable indication that the dumping and subsidizing of the above-mentioned goods from China have caused injury.
