Qu Xiuli, deputy secretary general of the China Iron and Steel Association (CISA), has stated that the CISA's proposal in relation to finished steel export tax rebates has been handed to China's Ministry of Finance (MOF), while the final decision will be made by the State Council, sometime in the first half of 2015.

Mrs. Qu said that the CISA proposal has been handed to China's Ministry of Finance (MOF), the National Development and Reform Commission (NDRC) and the Ministry of Industry and Information Technology (MIIT). The CISA proposal favors the removal of the export tax rebate on some finished steel products, and not only for boron-added finished steel products. However, it is still unclear what decision the Chinese government will make in relation to the export tax rebate for finished steel.
