On Tuesday the US International Trade Commission (ITC) made its final injury determination in the antidumping (AD) and countervailing duty (CVD) investigations of steel wheels from China.
The ITC made a negative injury determination, which means that the investigations will be terminated and the US Commerce Department will not issue AD or CVD orders. All six Commissioners voted in the negative. As a result of the USITC's negative determinations, no AD or CVD orders will be issued on imports of these products from China.
The scope includes wheels, rims, and discs, whether coated or uncoated, regardless of the type of coating. Certain steel wheels are classifiable in the Harmonized Tariff Schedule of the United States (HTSUS) under subheading 8708.70 (covering road wheels for motor vehicles and parts and accessories of such wheels). Other steel wheels may be covered under: 8708.70.05, 8708.70.25, 8708.70.15, 8708.70.35, 8708.70.45, 8708.70.4530, 8708.70.4530, 8708.70.60, 8708.70.6030, 8708.70.6045 and 8708.70.6060.
