China's Ministry of Housing and Urban-Rural Development has listed about 40 Chinese cities as key cities within the scope of its energy efficiency plans for public buildings. If each city in question completes 4 million m2 of energy efficient public buildings in the next two years, the size of the market in question may reach RMB 40 billion ($6.16 billion).

According to the plans, in the period of China's 12th five-year plan (2011-2015) it is expected that the energy consumption per unit area of public buildings in China will be reduced by 10 percent, with the energy consumption per unit area of large public buildings to be reduced by 15 percent.
