Certain OCTG from China injure US industry, says USITC

The United States International Trade Commission (USITC) Monday determined that a US industry is materially injured or threatened with material injury by reason of imports of certain oil country tubular goods (OCTG) from China.

Chairman Shara L. Aranoff, Vice Chairman Daniel R. Pearson, and Commissioners Deanna Tanner Okun and Dean A. Pinkert voted in the affirmative on the basis of threat. Commissioners Charlotte R. Lane and Irving A. Williamson voted in the affirmative on the basis of present injury.

As SteelOrbis previously reported, in its decision firstly revealed on April 12, the US Department of Commerce (DOC) determined the rate of 29.94 percent for all mandatory respondents while it submitted a rate of 99.14 percent for all other Chinese OCTG exporters/producers. In its detailed determination issued in the Federal Register on April 19, in line with the preliminary determination, the DOC announced that critical circumstances exist for the China-wide entity, while it did not find that critical circumstances exist with respect to the mandatory respondents.

As a result of the USITC's affirmative determinations, the Department of Commerce will issue an antidumping duty order on imports of these products from China.

The Commission's public report Certain Oil Country Tubular Goods from China (Investigation No. 731-TA-1159 (Final), USITC Publication 4152, May 2010) will contain the views of the Commissioners and information developed during the investigation.
