On December 1, 2010, the Canadian International Trade Tribunal (CITT) announced that it has initiated an expiry review of its findings made on August 16, 2006, concerning the dumping of flat hot-rolled carbon and alloy steel sheet and strip originating in or exported from Brazil, China, Taiwan, India, South Africa and Ukraine, and the subsidizing of flat hot-rolled carbon and alloy steel sheet and strip originating in or exported from India.
The Tribunal has notified the Canada Border Services Agency (CBSA), which will also take part in the review, as well as other interested persons and governments, of its decision.
Should the CBSA determine that the expiry of the order in respect of any goods is likely to result in a continuation or resumption of dumping and subsidizing, the Tribunal will conduct its expiry review to determine if there is a likelihood of injury or retardation.
The CBSA must provide notice of its determination within 120 days after receiving notice of the Tribunal's decision to initiate an expiry review, that is, no later than March 31, 2011. The Tribunal will issue its order and its statement of reasons no later than August 15, 2011.
