Australia initiates expiry review for HRC from four countries

Australia’s Antidumping Commission has announced that it has initiated an expiry review of the antidumping (AD) duties on certain hot rolled coil (HRC) exported to Australia from Japan, South Korea, Malaysia and Taiwan. The current antidumping measures imposed in 2012 are due to expire on December 20, 2017.

The application for the review, which covers the period from January 1, 2016 to December 31, 2016, was filed by Australian steelmaker BlueScope Steel Limited.

The commission stated that there appear to be reasonable grounds for the continuation of the duties since the market is extremely price sensitive with price being the primary factor in purchasing decisions and with the absence of measures and under-utilization of production capacity in South Korea, Japan, Malaysia and Taiwan, export volumes from these countries could increase should the measures be allowed to expire. 

The goods in question are classified under item numbers 7208.25.00, 7208.26.00, 7208.27.00, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.00, 7208.53.00, 7208.54.00, 7208.90.00, 7211.14.00 and 7211.19.00.
